Skills across the estate are compiled into a single deterministic namespace (graph/skills.graph.json) by node tools/gen-skills-graph.mjs --check, governed by ops/skill-authority.json.
Namespace authority rules (ops/skill-authority.json)
When the same skill slug exists in more than one repository, the resolver applies five ordered rules so no slug is ever ambiguous:

Alongside the skill packs, the repository suite includes 104 structured prompt pattern folders (each containing pattern.md, examples.md, README.md, and evals/promptfoo.yaml, totaling 312 markdown files across the 104 directories, verified in TRUTH.md §3).
