Skills across the estate are compiled into a single deterministic namespace (`graph/skills.graph.json`) by `node tools/gen-skills-graph.mjs --check`, governed by `ops/skill-authority.json`.

When the same skill slug exists in more than one repository, the resolver applies five ordered rules so no slug is ever ambiguous:
